In short: it depends! 

Many recycling programs require items to be picked up from special bins loose, meaning a HoldOn bag full of recyclables would not be accepted. Furthermore, many recycling centers do not allow for items to be picked up that cannot be properly recycled in their facilities. If that is the case, HoldOn bags are great to be used as liners for your recycling bin before you empty it out for bulk collection.
